If you downloaded firmware 2.5, hold down the power button when turning your PS3 on. A new screen should appear. Download an older firmware, or try reformating the PS3. All the option are there. Try firmware 2.4 first, the 2.5 if it doesn't work. or reformat it. If you can access your game saves, you should copy them to a flash drive, or memory card. Every other step is pretty standard.

DONT REFORMAT!!!

I have had this exact same problem, and it took around 5mins for the login screen to show up. This was caused by firmware update 1.40-42 on some PS3's and it should easily be fixed with the newest update (It fixed itself for me anyways that way)

After I downloaded the 2.5 update it installed, restarted then prompted "Your file system is corrupt, playstation will now restore". It then restored, restarted again and gave me the same prompt again. I pressed OK, it did its restoring again and then it restarted. After this an "Updating Database" Prompt window came up, it updated and my PS3 has been fine ever since.
