You're not gonna like it, but here's your answer: Format your hard drive.
This just happened to me as well. It was right after the outage. I hadn't synced my trophies or backed up my game saves yet, so I lost between 40 and 60 trophies (one of which was a Platinum) and 15-20 semi-important to important game saves. I didn't want to risk losing my saves, so I went on New Egg and bought a new HDD. I figured, "Ehh, it's corrupted anyway. Might as well upgrade." I upgraded my 250GB hard drive to a 500GB one. I'm currently keeping my old HDD in the box that the new one came in until I get a chance to try to fix it. I can't say for sure that it'll work, but if you have saves and other files that you're worried about, I would try what's detailed in this blog:
"The hard disk's file system is corrupted and will be restored." –PS3
Oh, and just so you know, one of the most common causes of hard drive corruption is turning OFF the system WHILE it's saving. That's why you always see those warnings saying "Don't the system off when you see the save icon" or "Don't turn it off when this light is flashing."
How do i format it though? it doesnt even turn on it just sits there on but no screen pops up on the t.v.joshkaplin
You have to access the Recovery Menu. Here's link detailing the process:

If you need more info on what to do, just search "PS3 Recovery Menu" or "PS3 Recovery Mode" on Google.
