i think it has to do with the game needing a hrddrive to be able to move seemlessly between cities and the xbox 360 core doenst coem standard with a drive so they have to figure out what to do.
The fact that the 360 doesn't have a HDD isn't new. And while that may have complicated things I doubt this delay is because of it. We may never know the exact reason for the delay.
