As for max level, I'm not entirely sure. As per game programming, I would imagine that it's either 100, where all the skills/stats cap out (Except Athletics and Acrobatics) or 255, the maximum value of a byte - Which, coincidentally, is also the cap for Athletics and Acrobatics.
You could potentially get that high by continually going to prison to lower skills and hope for major skill decreases, so that you could keep leveling. Although time consuming, it is technically feasible, just that I cannot imagine anyone being that gungho about reaching the "absolute" cap for the game.
As per your choice of Redguard, that's fine, race is whatever really suits you, but ultimately, I find that you should bear more in mind as to what's going to be more useful late in the game, as opposed to earlier on. Although the Redguard once a day power is nifty, eventually it is, after all, just once a day. Personally, I like the High Elf fortify magicka, and although they have a 25% weakness to frost/fire/shock, that's easily countered late in the game through various enchantments. As for your sign, well, again, that's a matter of preference, but the powers tend to become rather obsolete compared to spells. Personally, I'd recommend the Mage sign, as overall, it proves the most beneficial with the least caveats. One could also choose The Apprentice, but that 100% weakness to magicka is kind of a bite, and it would take quite a few enchantments to counterbalance that.
