You look at the poster, pesuade and talk to a begger about the Gray Fox, then he will tell you to talk to the guy with the torch at midnight.
The way that i get in to the theives guild is that i steal some stuff and get busted for it.
Then when you get out of the jail there will be an old dark elf lady that will give you a letter to go and meet the guy with the torch at midnight on the waterfront.
