Well, I see you didn't name Fallout so I'll assume you haven't played both Fallout 3 and New Vegas. If you haven't, definitely check them out. Just Cause 2 is one I played recently. Awesome open world and there's plenty to do so it should last you a while.

Red Dead Redemption Game of the Year Edition. Infamous Collection. Okami HD won a game of the year award in 2006. Dark Souls it open world as everything is connected! it isnt a sandbox game. if you start the game with the "Gift, Master Key" it'll open up short cuts early in the game recommended.

kingdoms of amalur reckoning overlooked but can be to easy even on hard.

prototype simple but fun brawler

deus ex human revolution choose your own path stealth of all guns blazing(although not fully open world but you can explore ect.

brutal legend fun mix of driving brawling and tactical battle.

ratchet and clank tools of destruction and a crack in time not everyones favorite but fun adventure games acrack in time is more open world of the two.

just cause 2 over the top physics

red faction guerrilla great if you like breaking things

the saboteur a ww2 assasins creed basically bit rough around the edges.

most are multiplat ,and look up the gamespot scores aswell.

Red Faction Guerrilla and The Saboteur are both great, I really enjoyed them.  Of course Fallout 3 and Red Dead Redemption are the more well-known options.  Infamous was another favorite of mine as well.

Ni No Kuni is kind of open world, but it's a JRPG so not sure if you're into those.

Other than that I agree with The Sabotuer and Red Faction, and while it's not too long, Far Cry Blood Dragon is pretty fun.

Pretty much what everyone else has said haha.

For really mess around types, I'd say GTA, Red Dead Redemption, Just Cause 2, and Saints Row (I like SR2 more than 3).
