I do not play both PSP versions yet. I played only PS1's Star Ocean the Second Story, and DC's Phantasy Star Online. Both were really good games. Star Ocean was similar to Tales of. Phantasy Star Online was hack 'n slash RPG. I will get and play both Star Ocean First D & Second E, and Phantasy Star Portable.
In my opinion i would say that star ocean is better because of story, battle system and gameplay.( i have both for psp but i dont really like the second one)
anyways its been a while since theres been a phantasy game so dont count it out yet
