when you go into the store, there's an option for these. Rather easy to go unnoticed (especially since they're not available to us), but next time you're hopping around the store, keep an eye out for this. You'll see what everyone's asking about/hoping for.
edit: what it amounts to is that at the cost of a little less convenience, people can buy their PSN downloads with cold, hard cash. Some people myself included) prefer to deal in cash rather than put out credit card numbers out there. Sort of a security blanket for the rest of us.
