Playstation party question

I am switching over to the Playstation after being on the 360 for so long. I was wondering if on the playstation, you have to be in the same game to talk in the party? Anybody know how it is gonna be for next gen?

There is no cross-game chat on PS3. You can't talk to other players unless they are in the same game as you.

PS4 is supposed to have this feature though.
