what the use of the PS UPSCALE and the PS SMOTHING? what is the best sittings for those? is there any diff in the pic

PS Smoothing basically uses the power the ps3 has to smooth out the jagged lines found on the edges of graphics in PS1 games. This is known as "anti-aliasing". Overall, it's meant to make un-naturally jagged edges look smoother and hence better. I'd say leave it on unless it causes you any problems, though I can't see why it would.
PS Upscale is used for HDTVs, it upscales the picture to make it look more suited for an HDTV's screen. I'd say turn it on if you have an HDTV, but if you don't I can't imagine this option making any difference to the game's visuals.
