PS Vita wallpaper maker?

Hello there, GS. I've been looking and looking for a wallpaper maker for the VITA, but i never found any. And no, i dont want already wallpaper's that are made. I want to be able to make my own.

Is there a wallpaper maker for PSVITA?

Note: I have a macbook, so im afraid photoshop will not work in it. Any other suggestions?

As said above there's photoshop for the mac. But doesn't OSX have a simple picture editor like paint on windows? Because every programm can probably do resizing.
