You have to create a (virtual) PS2 network connection on your PS3. I'm not 100% sure but I think some PS2 games won't let you create one without the cd but other games do. Now I know I was able to create one with Area 51 and since then, I haven't encountered any problem.
You may need to go into the PSN and download the PS firmware from the site. It is in the game tab and scroll over to the second page and it is where you can find it. This will create a memory slot on the PS3 hard drive for PS2 games.
