Gamespot just jupped the gun and was specualting -- the 31st August was just inplace because SONY needs put an end date to the offer ... otherwise people can claim it anytime ...
SONY also responded by saying that the deal wasn't ending anytime soon and has since then updated the end date for the starter pack in Australia to the 31st of September (or it might be October ... ) ...
