I don't think it's fair to say that Disgaea 3 is necessarily the worst looking game graphically. I mean, sure it could have been pulled off on the PS2, but sacrificing its art-styIe and traditional sprite-based visuals in exchange for particle effects on the Unreal Engine 3 to look 'up-to-date' would just be wrong.
I don't really think there is a Game you can call "worst looking" as most of the named (like Disgaea3) are just a special style that some just don't like. But if I really had to choose, I would take Pixeljunk Monsters as the Maps just look like they were lizy with having, dunno, 3 different types of trees? xD
Best is also hard to name. I really like the animestylisch Prince of Persia, while Killzone 2 has great graphics in a realistic part. I personally would go with PoP as I really like "special looking Games"
