Actually, certain HDTV's also purposefully cut off the edges so that when watching TV shows you don't get any strange distortions along the edge (which can happen with the signal). There should be an option in your TV's menu somewhere to turn that off. This happened to me and mine had one. I haven an Olevia HDTV - I don't know if all brands do it, but I know for sure that Olevia does.

Are you sure that the native resolution is 1080i? Thats really not very good. Check to see if its a 720p that can do 1080i, and if it is, force the PS3 into outputting in only standard, and 720p. You should get much better image quality. Also make sure your display settings is set to 16:9, on both your TV and PS3, and that your TV has Pan and Scan, Zoom, and any other analog to digital signal filter turned off.

I have this exact same problem. It actually happens with other games too, I think. It's just that GTA puts your money, your weapon, and all of that very far into the corner with very small icons. I plan on playing with settings tonight to try and resolve this, so I'll let you know if I get it fixed.
