PS3 upsale that got released from 1.8 vr work on Regular TV that is not HDTV or only work with HDTV with HDMI to see the different?

Smoothing should work but I don't think the upscale will.

Of course upscaling isn't going to work on a standard definiton TV, what would you upscale to?
