PS4 not reading The Division. Disc is not faulty.

Long story short I borrowed The Division from my brother. I put the disc in and it started installing the game. However, after installing it I can't boot up the game because it stops after a few seconds, saying something along the lines of "Cannot start application. Make sure the disc is not damaged or dirty". I have cleaned the disc and it works fine on my brother's PS4. I've tried reinstalling 3 times, tried the rest mode trick, as well as updating the PS4 from the safe mode screen. The only thing I have left to try is the rebuild database option. I should also mention that my other games on disc work fine. I'm going ahead with the rebuild database, but I thought I'd gather some alternative solutions while I was on it.
