Currently there is no way to encode for the full 480x272 resolution of the PSP (and have it play it), Sony has locked that out.
you can try other resolutions that is lower than 480x792
The latest firmware from Sony now allows you to encode at the highest resolution (I think...I set it a while back), plus it lets you put all movies into a /VIDEO folder. I use the latest version of PSP Video 9 (free) and I think it encodes at the full resolution. The commercial program I bought still hasn't upgraded to take into account the latest firmware from Sony though. I still use that on movies that PSP V9 chokes on.
As you've already noted, the PSP doesn't handle every resolution. You need specific ones. I use a laptop to encode, not my ancient desktop so I can't tell you the resolutions.
