I think that 1.3 can carry more information or something like that

All HDMI cables are compatible with any HDMI input. As the only difference between an HDMI 1.3 cable is a thicker wire gauge for better data transfer and tested to pass 1.3 full requirements. Otherwise any cable can be used on any HDMI. And you don't have to use a 1.3 rated HDMI cable for the PS3, almost any will do, even for certain 1.3 functions. Not like any of us will be doing 7.1 audio and Deep Color at the same time soon.

HDMI cables are all the same basically and usuable on any HDMI setup, but with some 1.3 functions take data bandwidth to the extreme with such things as Deep Color. So if some how you were going to do stuff like that, you'd need a tv that supports Deep color, and make sure you get a decent thicker gauge HDMI cable that has been tested to pass 1.3 functions.

The difference in price would be $5 for your basic HDMI cable at Monoprice.com that does most anything the PS3 can do right now, to a $28 1.3 certified cable there.

Can't go wrong with Monoprice. I'm using their $5 cable from a year ago on my PS3 for 1080p.

1.3 can have uncompressed pcm sound running down the cable so you don't need extra wires run. The cable is exactly the same, its all just digital ones and zeros as far as it is concerned, your tv is the only thing that needs to mention hdmi 1.3 support.
