If i have two accounts, one account has PSN+ can my other account which is on the same console play the free games i download from psn with the PSN+ account?

You need to assign one account as your 'master' account, put PS+ on this account. Then all other accounts on the same PS4 are able to enjoy the benefits of PS+ ( online multiplayer, free games, discounts etc)
