RE6 three games in one?

Looks like there will be three playable characters in RE6. Could this mean that you can choose which character to playthrough the game with (like old school resident evils). Or will it be a linear story progression? Could it be three games in one?

I'm guessing you alternate between each character with the story told from their own points of view, until they cross paths with one another.
