I think he deactivated the PS3, not deleted his account, thus the account should still exist.
Problem will be to get his password / security question/answer if he doesn't remember it.

Yeah you can't really deactivate an entire account, just deactivate it on one system so the downloaded things don't work on it.
If he remembers his password and doesn't have anyone else using his account (or just one other person), you should be able to get it working.
everyone has a max of five different systems that they can log into and have all purchased content from psn. if he no longer has a ps3 and doesn't mind you using one of his five activations, then just ask for his email and password. 4NGoodsnew content can only be activated on 2 ps3's now...but only new content purchased after sometime in 2011
