is the PSP region coded like the PS2? was looking on Ebay for games and came across a F1 game and it said it will work on any PSP worldwide

PSP games are region free; only UMD movies use region controls, and not all of those do.

does that mean Japenese games can be played on the psp? cuz I would get some games that aren't available here. should have gotten Crisis Core long ago

Well im in New Zealand & have been playing the Japanese version of crisis core on my psp, so yeah Japanese games work fine on any psp
