First off, you need your PSP to be on firmware 3.50 or later and your PS3 on firmware 1.80 or later. No, homebrew doesn't work. If you have firmware 3.51 M33-7 on your PSP, it won't work. Only official SONY firmware works. Trust me, I tried. I'd rather have Remote Play than Homebrew.
Next, you need your PSN account to be all setup.
On your PS3,
Go to Remote Play Settings. Register your PSP to your PS3. I believe this is done via a USB connection.
I would also go to Account Management, which is under the Friends icon, and go to "Activate System" to activate the PSP. This allows you to play PS One games that you download onto your PS3.
To use Remote Play, you need your PS3 to be on, and in Remote Play Mode. I'm sure in the future, they will make it possible to turn your PS3 on and off through your PSP. This isn't possible yet so you have to leave your PS3 on, and in Remote Play mode.
From your PSP, go to Remote Play, Connect via Internet. Enter your PSN e-mail address and your password and VOILA! Your PS3 XMB will show up on your PSP. From there you can play your videos, music, and check out your photos.
