chaos - in game soundtracks I assume you're referring to custom soundtracks where it replaces the games soundtrack with your own music? If so, that is up to the devs. to code into the game. Sony has actually stated that the accessibility is already there for this to happen.

If you just meant playing music over the game, its possible that would be made possibly by what that list says "Accessible XMB during the play".

Cross-game voice chat and in-game XMB are really the only two on my list. I don't spend enough time on the xmb to worry about wallpapers. lol

thats because custom soundtracks are up to the devs. Now if you're just talking about playing music over the game then that line about "XMB Accessibility during the game" could be your answer.
