Installing another OS on the ps3 is more just for fun for coders who like to mess around with the hardware, things like that. It's not a replacement for a regular PC.
I would just take those 1200 and get a nice E8200 or something, a decent motherboard, 4gb of ram, and an 8800 or higher. That'll cover you for a while with PC games, and you can also do all the other fun PC things.

That and there is little to no point in doing so.
The PS3 is amazing for gaming, but in terms of a PC it falls short.
256MB RAM is the recommended requirements for XP. You would never want to run a PC on 256.
The PS3 uses a very basic Operating System...similar to Linux, which uses very minimal resources leaving nearly all of the resources available for games.
I respect the PS3's hardware very highly as a gaming console. It surpasses anything on the market hands down, but it can not substitute a PC.
