Should I buy PSP 3000 from Target or Best Buy? Please help me

So I'm going to buy a PSP 3000. But I'm confused whether I buy it from Target or Best Buy. From Target there is 24% off on the item currently. On Best Buy there's not. But I want to know which one is more trusted. Does Target sell used items? I want to be sure that the item is new.

However, someone told me not to buy from Target because most of their items don't work. Is that true?

Target sells nothing used and their sales are definitely legit.
