PROS:
-Graphically superior hand held
-Lots of great extras (music player, video watcher, etc)
-Top of the line free online play
CONS:
-Other hand helds have better stocked libraries
-PSP 3000 suffers from a 'downgrade'(debated) in screen quality from previous models
-Sometimes loading screens are frequent and painful
-Pricey games
That was more of pros and cons for the PSP in general, not neccessarily the 3000 model. I play my DS more often but have recently taken a shine to the PSP and I would recommend it assuming you plan to play it often. It's a premium system so it's not really for you if you only play once in awhile, unless you just happen to have a lot of money to throw around.

greedom hit most of the points, BUT i would also like to point out that IF Sony starts distributing more games via their download services then load times will be a non-issue since they'll run off the memory stick. if i'm not mistaken though, there's already a small back-catalog of games available on PSN that you can download for a small premium of course.
and i agree with everyone else as well, the noticeable scan-lines are a bit off-putting. if you can help it, try getting your hands on a PSP-2000 because there's really no major changes other than the so-called "improved" screen and integrated mic. if, for any reason, you plan on using Skype then the PSP3000 is a viable option in that sense.
