I have found out that if I sell my DSi and ALL of my games with it, plus the money I have, I have enough for a PSP-3000 preowned and a PSN card at least, let alone a PSP-1000 or 2000 because I just want to start downloading some games for when the NGP comes out, still a good idea? What are the differences between the systems (1000, 2000, 3000)?

If it's just for downloading off of the PSN store than, downloading Media Go is the cheapest solution. It is a great programme. The only set back is that installing it might take 10-20 minuets (depending on computer speed). That's about it. You can probably log in with your account right now and start buying and downloading stuff.
PSP 3k is basically the newest, thinnest and better display of all PSP's besides the PSP Go.
Don't forget, your also going to need to buy a memory card. If it's going to be more than just a few games you'll probably need at least an 8 gb stick.
Only if downloading games. The original 512 or 256MB the core pack came with sufficed for game saves, music and, some media. The trick was getting the most out it and switching crucial files between the card and another hub of memory. A few hundred MB's would have easily been enough if managed correctly. The same rule applies to games as the most they would be is 1.8GB so, a 2GB card would be more than enough on average.
It takes a bit of balancing with memory but, not everything needs to be expensive if managed in the right manner.
