Im sorry, but ever since Kratos took on Zeus, I promised that I would acknowledge him now as a GOD OF ALL GODS. So Kratos would be my answer. Cpt. Macmillan was just random. He isn't as great of a hero as Snake or Kratos.
I would still have to go with Snake. He is just a legend n a true war hero that will always be lifted on a pedestal. Kratos is "badars" but his hatred and hot-headed ways will not only get him in trouble, but will also eventually get him killed.

But cpt. macmillan is a kickass sniper and could shoot kratos and "BLOW HIS ARM OFF!!!!!1!!1!"
