It is that if you look closely, all of the militia with full-auto rifles are carrying an ACR. How did they get military grade weaponry?:?

Have you beaten the game? Or at the end? Because your question should be explained in-game. To answer your question however, it's because the government funded Bertrand and his Militia and that's how he was able to give his men military weaponry.

I platinumed it, and since when is the First Sons the government.

But as my link says the First Sons had access to technologies and resources. This makes the most sense, since my latter answer was very subjective.. lol.
