well the game is from the US it was a present....I live in italy, I downloaded and purchased the add on on the european psn but if you don't have the game the psn won't let you download the add on tried it once......could that be the reason?that would be pathetic

Sadly , that's the reason.I just know it because I tested with an free DLC , no where in manuals or in the store you are warned about that.As you said , ridiculous.
yeah, I got a US LBP and downloaded the free costumes from the european store (it updated before the US PSN store, that's why) and they didn't show up in the game. So when the US PSN store updated I downloaded them from there again and this time they showed up in the game.

that might be the reason, like I downloaded rockband songs from US ps store but it didnt show up coz my rockband is AU/NZ,
