Square-Enix is not a company that is known for going multiplatform. They like to keep each of their games original on each console and I respect them very much for that. They will make future Xbox 360 titles as they said they will even out the support a little in the next-gen but it won't be the blockbuster titles. Square's main audience is the Japanese gaming community, one reason why the DS is receiving so much exclusive support from Square because of the DS's unimaginable popularity in Japan. They know that there is no guarantee that FF XIII will sell on the 360 because as we all know, most of the people that buy the 360 are not RPG fans at all. That is also the reason why MS and third-party developers heavily concentrate on making shooters for the console (the extreme favorite genre of the 360 and American gaming community). Although MGS4 is not a guarantee yet to be a PS3 exclusive, don't worry about FF13.
