The first one is really good so....but Star Ocean is like Final Fantasy, they don't have a continuing story, so you can just jump right into the second if you want.
SO1 didn't get bad reviews, unless a 74 average on metacritic is suddenly bad. It's a great game, you shouldn't just skip it and go straight to the sequel.
