I always liked the Final Fantasy series more than Star Ocean, so FF for me.

Wow dude, these are two different types of RPG, if you would of said which one is better: FF7 or FF13, than maybe it would have been closer. But by far by a landslide FF13.

Depends on what you're looking for.

FFXIII's production values are rivaled by very few other JRPGs outside the Final Fantasy franchise, but I got Star Ocean instead because it's a bit more familiar.

It depends on what genre you're interested in the most. You like traditional RPG then you'll feel much more at home with Star Ocean. If you're into fast paced action games then go with FFXIII. Overall, I'd say FF is definitely the better game as far as graphics and story go. I find Star Ocean's gameplay more entertaining, but FFXIIIs graphics and story are entertaining enough in themselves to trump Star Ocean's gameplay by quite a bit. And if you don't think graphics can be entertaining then stop looking at Scianix's sig. :P

Some may say that FFXIII might not be that good or something like a failed experiment compared to its predecessors... but compared to other games, a Final Fantasy game always has a fight, if not almost always better...

FFXIII is 85% action, 15% RPG

SO4 is 10% action, 90% RPG

in particular, the XP/levelling system in FFXIII is very very light, points could be spent at random with little difference

Star Ocean 4 is definitely better, the combat is fast paced, making it more fun and exciting.

Star Ocean is just punishing when it comes to notoriously long boss battles and dungeons that take forever to complete and find a save point. Star Ocean gets tedious after awhile. It's enjoyable, but I can't play it in long doses. I have yet to even play FF13 and I already know it's going to be better.
