Mission 64 is a long battle no matter what you do, and imo, staggering him isn't very useful - mainly because he wont be staggered for long. I used a more conservative approach to the battle that didn't really involve staggering, and my main "damaging" paradigm was SAB (me, Vanille), COM (fang), RAV (lightning). I actually staggered it a couple times using this approach, but he always went into his shield really quickly, so the damage was minimal. I'd also be in MED/COM/RAV quite a bit as the battle wore on.
*Start with Protect/Shell/Bravery/Faith shrouds*
I had these Paradigms:
Vanille/Fang/Lightning
SAB/SAB/COM (Make this your default paradigm; putting Poison on the boss will make the fight SO much shorter overall, it's a MUST; the COM is there to just keep steady damage on the boss when you are debuffing)
SAB/COM/RAV (switch to this after getting Poison to land, and continue putting other debuffs like Deprotect/Deshell/Imperil)
MED/COM/RAV (used this for healing most of the time unless the damage was severe)
SEN/SEN/SEN (use this when he readies his biggest attack - Wicked Whirl, starting at around 50% HP)
MED/SEN/MED (quick healing with a little defense; MED/MED/MED also works)
SYN/SYN/SYN (after healing everyone up when the boss goes into it's shield, immediately switch to this and get those buffs back up as the boss will start taking them off 2 at a time with that one ability; Protect and Shell are very helpful to reduce some of the damage, Bravery/Faith are also nice, Haste is a must)
The reason I controlled Vanille is because of her debuff wand and landing Poison is such an important part of the battle. Plus, personally, I think I heal better than the AI.
Using this strategy, I was able to beat it reliably and 5-star it. Hope it helps!
