Unreal Tournament 3 always this laggy?

Is Epic really bad about controlling the lag because every UT3 game I get into has a few seconds shot lag and movement lag. Gears is the same way with the shot lag! Is there anyway to get a non-laggy match?!

Anyone else having this problem?

Also, when I go to the screen to join a match, it says "Ping" next to the number of players, what is that?! I have a ping 113 and I dont know if thats good or bad!
