When u get a new game, does it need to be updated? because i want to buy driver 76, but i don't want to have to update to the new version.

Depending on what firmware you are at, you will have to update to play the game.  I don't know what firmware it requires, but if you want to play it bad enough, you should just update ;)  Thats what the PSP was made for, playing games.
