I believe they need to see a credit card due to how their late policy works now. You get it for 7 days, then 7 days free, then you buy the game, so if it goes past 14 days they just charge your card. Not 100% sure on that, but I think that's how it works.
yes, Blockbuster's policy is you have to have a valid CREDIT CARD on file in order to rent PS3 or 360 games. I emphasize credit card because a debit card does not count.
Don't know if this will help you but you do not need a credit card at Hollywood video, all you need is cash. At Blockbuster you have to have a credit card every time you rent, not just on your account, because they do a test charge of a dollar to see that the account is active and is not overdrawn.

I think you can get a Blockbuster card for your account, so...
1) Have your mom set up an account with her credit card.
2) Have her get a Blockbuster card for you to use.
3) Pay with cash... any additional late fees/etc. will be charged to her credit card.
