I think that's the max amount of people you can host on your PS3. It would be too laggy if you hosted more. The console decides this automatically. Some people can only host a game for 2 players.
Depends all on your internet speed and bandwith. Mine is the same, just get a faster connection. They do this so you dont make other ppl lag and stuff while hosting the game...
