Because the PS3 isn't running any heavy OS in the background. When you play on a PC, you need huge amounts of ram(compared to consoles) to get playable frames. I had 1gig on my PC and when I would play Team Fortress 2, let alone Crysis, I would get hiccups all over(Im running Vista Ultimate 64bit). As soon as I purchased another gig of ram, I was flying.
Windows is a big issue in the memory stakes. Windows is easily one of the most bloated operating systems in existence and by far not an example of operating systems in general.
total. Only 256 dedicated to the GPU. I'm no developer (shock and awe, yes I know), but it seems like you have to use the Cell and the SPU's with PS3. Once dev's start doing that, then and only then do you get the amazing looking games. Although with COD4 I read nothing of major cell use. I think they got all that out of 256mb of ram and the PS3 GPU.
