From what I have played Dead Space has the most scares, Condemned and F.E.A.R.2: Project Origin(both from the same dev) both got good spooky atmosphere as well, but are not truly scary imo.
Condemned 2 and Siren are your best bet. They rely on actually building tension with a good atmosphere, both are very intense. Dead Space is just BOO scares, gets very old very fast and you won't find yourself at all scared.

Yeah dead space is a good survival horror game but it really doesnt scare me at all. siren was the game that gave me the most chills :P
Condemned 2 starts off incredibly creepy. Great atmosphere and some jump out moments. Also the first F.E.A.R has freaked me out. I miss horror games though, I want a proper surivial horror like an I Am Legend type game where you have to survive in a city with a day and night cycle but you need to get supplies from other building which will have hidden dangers and you have to get back to your house before dark. Maybe one day.
