Black Ops 2, it has the best single player campaign of any fps I've ever played. The graphics to me are pretty much the same, both are decent and gun sounds are great on both too. Although Black Ops 2 is a sequel it's the first COD title to feature future technology and the first to present branching storylines made by player choice. These come in the form of Strike force missions where you can control unmanned aerial vehicles and robots and soldiers on a large map, another first for the series.
It also offers a 3D display option and is the first in the series to feature multiple endings. Although it's the third time zombies mode appears it's the first time to have differing modes other than simply survival mode. Changes to MP include multi team games with 3 or more teams of players and changes to 'Create a class' offering more customization options than before, plus there's a mode that pair players up based on their skill.
Players are now rewarded for contributing to the team via shooting enemies, capturing territory, destroying enemy equipment rather than just killing the enemy.
There is also the ability to live stream straight to Youtube, sure theres still campers and the odd bit of lag online like other fps games but anyone saying it's more of the same and nothings changed obviously hasn't played the game. It's certainly made more changes than Battlefield 3 did anyway, the same could be said about Battlefield 3 just being more of the same. Although I still prefer Killzone 2 over either fps, I gave Black Ops 2 an 8/10 as it has it's issues but it's still a solid fps title with a lot to offer.
