Most external hard drives, at least last I checked, already come pre-formatted with Fat32. And even if you find one that isn't, it's a simple matter of plugging it into a computer and (re)formatting it. (in Windows you go into [My] Computer, right click the appropriate drive, select "format..", and where it says file system select FAT32)
any hard drive can be formatted as either fat32 or NTFS. it doesnt have to say it specifically on the drive. but dont get it from BB. you'll spend alot more. go with either newegg.com or tigerdirect.com.yea but any of the external hardrives that i see on best buy doesnt say fat32 on them

They wouldn't, since the drive itself can support almost any file system you put on it. FAT32 is just so widely supported that it is almost always preinstalled. (Though with FAT32 only able to recognize 2TB, this will probably change at some point in the future.)
I bought a 1tb external and that was preformatted in NTFS. I didn't say all external drives were preformatted with FAT32. For very large drives, NTFS probably makes more sense... since presumably many people use them to store very big stuff. One limitation with FAT32 is that a single file can be no larger than 4,294,967,295 bytes (4GB minus 1 byte).

I think you're confusing installs for game saves. The latter would be no more than a few MB. More often just a few hundred KB.
