Where they are both sandbox titles with similar themes involved, the differ in the way that GTAIV is suppose to be a game that is story driven, and from that surrounds you in a darkened, gritty undertone of liberty city.
Saints Row 2, although can have some dire moments in the storymode, is just a laugh riot if you can look past some of the bugs and glitches that come in the game. There is so much to do and take part in that should keep you playing for a long time, unlike GTAIV which offers barely any replay value at all once the story is over.
But Saints Row 2's city doesn't feel alive and vibrant as liberty city does. And the graphics are not up to much compared to GTA and the driving isn't as satisfying but this is made up by the sheer amount of things to do in Saints Row 2.
Overall its hard to compare 'which is better' as they differ in so many ways. Sure they are related because they are sandbox games but I believe, in my opinion, that is the only relation between the two.
