Yeah, the 6GB missing from the total, (74GB when it should be 80GB), is used for the OS and to run the PS3 and such.
The other 10GB (64GB out or 74GB) is something you've saved on it. If you haven't downloaded anything, it's probably game installs or something like that.

no, the 6 GB missing is something that EVERY hard drive has. its because HD manufacturers count GB as 1000 kb and not 1024 kb and you lose GB for that
the other 10 GB is used for system files

Really? - for some reason I remember having 55GB out of 55GB available when I first got my 60GB PS3. I might be wrong though - I guess I'll just take your word for it though because I wouldn't know any better myself regarding this. *shrugs*

Well you prolly had it from launch, or close to. there is always some missing because of what he said, they count it in Kilobytes not Kilobits. But the other missing data is most likely from the new updates
