I read an article recently where Sony said the PS3 was difficult to program on by design. it seemed like a ludicris thing to say and then I realized why they did it. When the PS3 was launched they were selling at a $200 loss, if good games had been easier to make for it it may have moved more units, costing Sony more, though increasing the user base. A couple years later the price of the tech inside a PS3 has dropped, Sony isn't losing money on it anymore. Developpers are getting used to programming for it and better games start to come out and people start picking up the console without Sony taking a huge hit.
If that is really what they did though I think they should have just stayed out another year since the PS2 continued to sell so well.
