Will the R:FOM Map pack ever be free?

I was just thinking about this because on wednesday the Gears of War maps will be released for free. Any news of Insomniac taking down the price tag?

I have a question regarding this as well. If you don't have the map pack does that mean you can't play in games that are using those stages?

What I'm asking is that as long as the host has the map pack can you play in the game if you have it or not?
