You can rate a demo, but like previously said, it does not mean that when a demo sucks the end product will suck as well. However this is usually the case.
Like take for example the new demo for FIFA released recently on PSN. Sure the graphics still miss a little crisp (I mean the stadium, spectators and some places on the field) and they took out the biggest part of the sound (like commentary) so the download size is smaller, but these can still be changed 'easily' for the full version and so that doesn't bother me and can't be rated as final in a demo. EA also gave the gameplay a big upgrade for this new version. And what they call improved AI, I call lobotomy at grand scale and this is not going to change (allot or at all) in the final version.
But back on topic. A demo is what it is a "demo". It gives you an impression of the final game, but it can not be Representative for the final product on all it's aspects, but of course this depends on what kind of demo it is: a demo 6 months before the release or 6 months after. The demo 6 months after release is actually the final game and that can be seen as the final game.
