I'm used to Sega's craziness now and that made them unique to me. I bet their developer having fun with their freedom and crazy idea. It's quite detailed from shown image.
The real question is if this one is going to be localized.
I can just imagine all the HEAT moves being performed on zombies, then when you defeat them they apologize and give you an item or some yen.blaqphantom

At first I thought it was a joke too and I can understand your reluctancy towards such a drastic change, but I must admit I think this is purely genius.

I'm looking forward to it will be nice to see a change but it's going to be at least a few years or until 2012 until we get that game since Yakuza 4 is coming out here in 2011.
